On the subversive actions the Belarusan people and policy of liquidation of the independent Belarusan state

In January 2005 the Putin regime and the Lukashenka regime have adopted a new procedure of the taxation on the complementary value (TCV) of the transactions between Russia and Belarus. Nowadays this tax is paid to the budget of the country which acquires the goods (previously this tax has been paid by the country which sold the goods).

The results for Belarus of this it would seem simple transformation are following:
– the prices on gas, oil, and electricity have been increased more than on 25% as well as prices for the public utilities for the Belarusan population;
– the financial and commercial transactions have been blocked between the Belarusan and Russian businesses;
– the Belarusan factories are working using the last working capital and cannon sale their goods;
– there is a real threat of the bankruptcy of the major part of the Belarusan factories as well as of the extremely high unemloyment;
– the payments to the state budget have abruptly been decreased.

The analysis of the preparation and the realization of this operation gives evidence that two regimes have coordinated this subversive action directed against the Belarusan people and the Belarusan state. There are the following facts:
– during 2003 the Putin regime and the Minsk regime had carried on the пїЅtalksпїЅ on the alteration of the procedure of the taxation on the complementary value;
– in September 2004 they had concluded the final agreement on the taxation on the complementary value in the country which acquires the goods since January 1, 2005 (the authorities have had enough time to prepare this reform);
– the controlled state border doesnпїЅt exist between Belarus and Russia but both states have the customs structures; the authorities have charged the state tax inspections to control the commercial and financial transactions in order to preserve the actual situation of the open border;
– the volume of the Belarusan commerce with Russia makes more than 50% (in accordance with the one-sided policy of the occupation Lukashenka regime), because of that it is necessary to form a supplementary customs body in the tax structures of Belarus. Now in 2005 several months after September 2004 the regime is trying to form this customs body;
– Russia has charged its tax inspection with the control of the commerce with Belarus. But this new tax system is so complicated that the Russian suppliers and consumers are forced to stop the commercial transactions with Belarus and to reorient the Russian business to other markets;
– it is clear that the Russian producers are acting in accordance with their decision; they have decided not to decrease the prices of the Russian goods (minus the sum of the TCV).

The Russian government and the Lukashenka regime are carrying on a big economical diversion against Belarus. The object of this diversion is clear: they are trying to deprive the Belarusan people of the sources of existence in Belarus in order to increase the migration of the Belarusan workers and engineers to Russia as well as to provoke bankruptcies of the Belarusan factories and to seize the Belarusan factories in accordance with the Russian criminal rules. The regime is carrying on this subversive operation in order to provoke the unemployment artificially. Just now c. one million of more qualified and active Belarusan workers and engineers are working in Russia (this is a quart of the Belarusan manpower). We know what means to work in Russia. The Belarusan workers are working under control of the Russian criminal groups connected with the authorities. The Belarusan workers are killed, not paid, robbed. Many Belarusans are working like slaves.

Russia is using this subversive economical operation as a method of its aggressive policy. The Russian leadership would like to accelerate the adoption of the so-called “constitutional act”. Russia has a plan to liquidate the independent status of Belarus in accordance with this illegal document. The Russian ambassador in Belarus Mr. Alexandr Blokhin has made a statement on January 24, 2005 on the liquidation of the Belarusan national currency and the introducing of the Russian ruble in Belarus. At the same time the illegitimate and anti-constitutional bodies of the so-called пїЅunited state of Belarus and RussiaпїЅ are acting still. These bodies organize regularly the secret sessions and pass the secret agreements and plans of the liquidation of independent Belarus.

The Russian actions directed against the Belarusan state and the Belarusan people represent a flagrant violation of the Statute of the United Nations. In accordance with the пїЅDefinition of AggressionпїЅ adopted by the General Assembly of the United Nations on December 14, 1974 Russia is carrying on an aggression against Belarus. During more than 10 years Moscow is protecting and fortifying the Lukashenka dictatorial regime. DoesnпїЅt the European Union know that Moscow is controlling and directing the political processes in Belarus? Moscow is using its representatives in the Lukashenka government, the bodies of the illegitimate anti-constitutional “united state” as well as the de facto united Russian FSB and the KGB of the Lukashenka regime. Moscow is corrupting the Belarusan functionaries.

We are worried about the loyal attitude of the political leadership of the main countries members of the European Union to the Russian aggression against Belarus. The political leadership is pretending that the Lukashenka dictatorship is an internal affair of Belarus. It is clear that some of the European companies (for example, the Ruhrgas) are influencing the position of the political leadership. These companies are using the Russian gas, oil and other row materials. They are lobbying the interests of Moscow which supplies Europe with the row materials. But Moscow has problems with the working forces (because of the high mortality of the Russian population and the social crisis). Moscow takes into consideration that the European Union would help it to acquire the working forces of Belarus and Ukraine.

We see that Europe is taking into account the MoscowпїЅs interests. Mr. Putin and Mr. Schroeder embrace regularly. It is clear that the pragmatism is stronger than the democratic principles formulated in the documents of the European Union. The European Union had entrusted a group of politicians to control the Belarusan question. But this group had became an active organizer of the virtual pseudo-struggle against the dictator Lukashenka. The OSCE functionaries had formed a pro-Moscow pseudo-opposition in coordination with the KGB (Mr. Hans-Georg Wieck, the German diplomat and director of the OSCE Mission in Minsk in 1997-2001, had admitted publicly this fact; Mr. Wieck continues to act as the main “adviser” of Belarusan question in the European Union). This pseudo-opposition had promoted the “victory” of Lukashenka on the presidential elections in 2001 and on the anti-constitutional “referendum” on October 17, 2004.

The imitation of the struggle by this pseudo-opposition had been financed through the Western grants. Even now the Russian secret services and the Russian regime are organizing regularly the meetings of the Belarusan pseudo-opposition and the Western political circles. The pseudo-opposition is trying to disorient the European politicians supporting the disinformation that the Lukashenka regime represents the independent political force and that it is possible to democratize Belarus with the help of Russia. The pseudo-opposition is hiding the close connection between the Lukashenka regime and the Kremlin. Europe pretends to “understand the special interests of Russia”. This European policy is assisting the aggressive policy of Russia which would like to incorporate Belarus. This European policy has provoked the national tragedy - the Belarusan nation (ten million persons) is subjugated by the brutal anti-Belarusan and pro-Russian dictatorial regime. The regime had transformed the Belarusan lows. Recently the regime has legalized the use of the special measures and arms against the peaceful actions of the Belarusan people which would like to defend its national and constitutional rights and interests.

The pragmatic European policy elaborated by such advisers as Hans-Georg Wieck has caused a new situation in Belarus. Now the Belarusan people ether needs the external support or will be forced to start the armed resistance in order to defend its independent state.

We are supporting the idea of the peaceful solution of this situation and of the peaceful methods of the defense of Belarus. We presuppose the following forms of the support to the Belarusan people from the USA and the states members of the European Union:
1. The USA and the states members of the European Union will declare their position with regard to the aggressive plans of Russia to incorporate Belarus including with the Russian actions in order to form the anti-constitutional пїЅunited state of Belarus and RussiaпїЅ.
2. It is necessary to support in the United Nations and the Council of Europe the demands of the Belarusan people to abolish the illegitimate and anti-constitutional bodies of the so-called пїЅunited stateпїЅ and to stop the support of the Lukashenka regime.
3. It is necessary to support the position of the Belarusan people which would like to prepare and to launch the next presidential elections under the protectorate of the United Nations. These elections have to be launched legally and without Lukashenka which has exhausted his presidential term.
4. It is necessary to stop the support of the pro-Moscow pseudo-opposition in Belarus and not to promote its deception operation on the пїЅnomination of the unique (common) opposition candidateпїЅ on the next presidential elections prepared by Moscow and the Lukashenka regime.

It would be inexcusable if the Occident would “close the eyes” in order not to see the Russian aggression against Belarus, if the Occident would not understand the lessons given by Russia for the whole world in Caucasus and Ukraine. The Russian secret services FSB-KGB are using against Belarus their totalitarian power and the economical and information technologies. It would be inadmissible to leave alone the Belarusan people, the victim of the new methods of the Russian aggression.
