Resolutions of the 12th Congress of the Conservative Christian Party - BPF

On February 22, Minsk hosted the 12th Congress of the Conservative Christian Party - Belarusian Popular Front (BPF Party) and XIV Congress of the Belarusian Popular Front “Revival”.
The Congress was given detailed analysis of the political and social situation in Belarus. Following the discussion, the resolution was adopted, three of which are published here.

It Is Necessary to Defend Belarus from Atomic Death

More than 20 years ago the catastrophe on the Chernobyl nuclear power plant took place. As a result of this tragedy Belarus has suffered huge economic losses and many human lives. It will take many decades to overcome the effects of the Chernobyl catastrophe.
Nowadays one more risk hangs over the Belarusian nation and the neighboring countries – the Astravets nuclear power plant. This nuclear power plant has been invented by Russia. This Russian project wasn’t tested. The nuclear power plant on the territory of Belarus has the Russian staff. It will use the Russian fuel. It has been constructed and will function on the Russian money which has been formalized as a credit to the regime in Belarus. The Belarusian people must pay back this credit with percents. The half of the produced energy will be directed to Russia.

Despite the scientific facts the Russians build the nuclear power station at the intersection of geological plates, in the highly seismic area, where the earthquakes take place regularly. The nuclear power station is situated in a densely populated area between two capitals –Vilnius and Minsk. Despite the expert evaluations made by the specialists on geology, economy and energy Moscow build the nuclear power station in this area. The Astravets area is the most dangerous among 28 areas proposed to the construction of the nuclear power station. This decision has been taken by one person — the head of the Minsk regime power. He hopes to make money be salling the energy to abroad because Belarus has enough energy. But nobody needs the energy from Astravets.

The ongoing construction of the nuclear power plant is accompanied by many violations of technology and technological standards. The Russian workers and engineers are doing their work in accordance with the Russian tradition: with the violations of technology and shortcomings, negligently. The fires took place several times on the territory of the nuclear power plant. Some persons have lost life during the construction. The problem of preserving of the spent nuclear fuel wasn’t resolved until now. These violations of technology and shortcomings guarantee the catastrophe in the future. The Russians have chosen this inappropriate place for the nuclear power plant because it is well suited for the Russian aggression. This fact witnesses that this nuclear superbomb planted under Belarus will definitely explode.

It is yet possible to stop the construction of the Astravets nuclear power station before the Russians arrive with the nuclear fuel. It is necessary to stop the nuclear death of Belarus by any means before it’s too late. We appeal the people to resist. We appeal the military men to act because it is possible to resolve this problem. We appeal the people to stage the manifestations, pickets, rallies, acts of boycotting, to appeal the international organizations. But everything depends on the Belarusian people. Our life is our right. The construction of the nuclear power station in Astravets must be stopped.

The Belarusian People Defends the Independence
(Memorandum)

Russia is intensifying its aggressive politics against Belarus. This fact witnesses the high danger to the independence and sovereignty of our country. The Russian hybrid war against the Belarusian nation has been intensified on all the directions. The pro-Moscow regime is methodically annihilating the schools in the Belarusian language of instruction, the Belarusian education and the Belarusian language. The Russian organizations are intensifying the penetration of the pseudo-culture into the Belarusian infrastructures. The Russian TV-channels are disseminating savage Russian propaganda broadcasting it in Belarus.

Russia has provoked the artificial dependence of the Belarusian economy from the supplies of energy from Russia. Because of that Moscow has possibility to force its satrap in order to cancel the state sovereignty in an exchange of the supplies of energy.
This is the technology of the Russian hybrid war: to implant its henchman, to force him to connect the economy of the country to the Russian issues of energy, to support its satrap in power and at the same time to blackmail him with this energetic dependence forcing him to repay with the sovereignty of our country. From the very beginning (1994) Mr. A. Lukashenka is the lever used by the Russian politics in order to secure the occupation of Belarus. This person represents the biggest danger to the independence and future of the Belarusian state.

The last time the Kremlin has elaborated a next project of the incorporation of Belarus under the title of “deepened integration”. This project has been coordinated with A. Lukashenka. At the end of 2019 the Russian leadership together with A. Lukashenka has elaborated secretly in Moscow 31 programs (“road maps”) of the liquidation of sovereign Belarusian state and the Belarusian nation. These secret documents (like the pact Molotov-Ribbentrop) provide the stepwise liquidation of Belarus. This is a plan of the hybrid aggression.
At the same time during the last three years Russia has transferred its troops to the Belarusian border and formed in this region (Yelnia and Klintsy, Briansk reg., Russia) some new military strike groups in order to use them in the invasion of Belarus.
In these circumstances the defence of the state independence and sovereignty of Belarus requires the concrete actions and precise politics.

1). The Belarusian society must by all means liquidate the main danger to the independence and existence of our state – to get rid of the presence of A. Lukashenka on the top of state power.

2). The Belarusian society must be prepared to resist with arms the Russian aggressors.

3). The Belarusian society must protest actively against the Moscow’s plans to incorporate Belarus.

4). It is necessary to appeal the international society of the USA and Great Britain recalling the statements of the Budapest Memorandum 1994.

The Movement for the Elections
without A. Lukashenka

The state institutions in Belarus are paralyzed. Because of that the state power in our country doesn’t change. The Lukashenka regime has formed the system of the absolute power after the coup d’etat occurred in 1996. The regime is subordinated to one person which held office of president. Instead of the democratic and transparent elections the regime has formed a system of electoral frauds. This system is under the full control of the regime’s administration which specifies results of the election results in accordance with this scheme.

The Belarusian society has been moved aside and has no possibility to observe and control the process of the ballot counting, preparation of the ballot protocols as well as of the voter lists. During the elections the regime is using the intimidation and repressions in order to drive the voters to the polling places especially during 5 days of the preliminary voting which is absolutely unmonitored by the society. The right of the citizens is being brutally violated. The legal possibilities to change the power are eliminated.
It would be possible to resolve this problem by exerting influence on authorities (in accordance with the Constitution) but the anti-popular authorities don’t respect this right. In the reality the civil resistance could resolve this problem. The results of this struggle depend on the strengths of mass protests. We appeal the society to start this legal and just struggle.

The Movement for the democratic and legal elections requires:
1). to exclude A. Lukashenka from the presidential elections in 2020. In accordance with the Law 2004 he doesn’t have any right to candidate on the presidential elections;
2). to change the whole Central electoral commission;
3). to cancel the preliminary voting.

The Movement starts to act since the moment of the publication of this Appeal in the Internet.

The Movement is using the method of establishing of the free groups in whole Belarus which will unite in the future in the system in order to carry out the concrete actions.
